Management Team

Lawrence Chin

LAWRENCE CHIN is the Senior Executive Vice President of FSBM.

Lawrence graduated from the Royal Melbourne Institute of Technology in Australia in 1981 with Bachelor’s Degree in Applied Science majoring in Computer Science. He started his career with Business Computers Sdn Bhd as a Systems Engineer in 1982. In 1983, he left to join Public Bank Berhad as an Analyst/Programmer and was there for nearly one year before moving on to FSBM in 1984.

Lawrence started his career in FSBM as a Systems Engineer, and through his tenure has taken progressively senior and wider responsibilities. 

In his present position, Lawrence leads the Education group. He also provides pre-sales support for large enterprise solution businesses, and evaluates and develops new business opportunities.

Phua Cheng Khan

PHUA CHENG KHAN is Senior Executive Vice President of FSBM.

He joined FSBM in 1986. Prior to that, he spent 3 years in Japan on a computer technical training scholarship sponsored by the Japanese Government.

He joined FSBM as a Systems Engineer specialising in IBM-compatible mainframe technical support. He was then instrumental in setting up FSBM’s extensive customer education programme as well as building the foundation of FSBM’s customer support capabilities, which now spans support for telecommunication equipment, data network and infosecurity infrastructure, application systems, large turnkey applications development, large-scale systems integration, enterprise systems and IT consultancy services.

With his extensive IT experience, PCK led a team to secure the first MSC E-Government Flagship Application – the Project Monitoring System - in 1998. This nationwide project won the Asia-Pacific MSC IT&T Award (APMITTA) for the “Best of E-Government Applications” in 2001.

Between 2000 and 2004, PCK headed one of the 4 core business groups of FSBM, i.e. the Smart Community Business Group. This Group was involved in the development of intelligent city, township, campus, municipal and building solutions and the provision of related system engineering services. The Group secured a major engagement to build for the Government of Malaysia, the City Command Centre for Cyberjaya, in order to turn Cyberjaya into an intelligent city, the first of its kind in the world.

Since 2004, PCK is heading the Systems & Solutions Business Group. Under his guidance, the Group has aggressively expanded its systems integration offerings by establishing alliances with reputable organisations like Sun, IBM, Dell, HP, Cisco, Huawei, Datang Telecom, Samsung, Oracle, Agfa, Genesys and others in order to complement FSBM’s proven large-scale SI skills and enabling FSBM to supply, deploy and continually support the diverse solutions needed by its customers.

This strategy has quickly proven fruitful as FSBM made significant inroads into the telecommunication and healthcare informatics marketplaces. Taking cue from the Government’s drive to hasten the uptake of broadband services in the country, the Group won an award from Telekom Malaysia to roll out its fixed wireline broadband services through DSL (digital subscriber line) technology on a nationwide scale.

The Group’s venture into the healthcare industry also resulted in a landmark win to provide University Malaya Medical Centre, the largest teaching hospital in Malaysia, with a comprehensive hospital information system encompassing clinical, clinical support and non-clinical systems that are designed to support all of the hospital’s activities at the operational, tactical and strategic levels.

In recognition of FSBM’s role in the local IT industry, PCK was invited to represent the private sector in Universiti Sains Malaysia’s Computer Industrial Forum Advisory Panel to assist the university reform its computer courses to accommodate new developments and skill requirements for IT personnel in the 90s.

In 1998, Universiti Tenaga Nasional appointed PCK to serve as a member of the Board of Advisors of the College of Engineering for two years between Sept 1998 and Aug 2000.

PCK graduated with a Bachelor’s Degree (Honours) in Science majoring in Computer Science from Universiti Sains Malaysia in 1983.

Michael Ta

MICHAEL TA is the Chief Executive officer for FSBM’s Telecommunication and Multimedia group.

Michael is a member of the Institute of Chartered Accountant Australia. He graduated from Curtin University of Technology, Perth in 1985 with a Bachelors of Business degree and started his career as an auditor with an accounting firm in Malaysia. He later joined Coopers & Lybrand in 1987 and extended his audit, system and management consultancy experience with Coopers for more than 5 years in their Auckland, Perth, Melbourne and Sydney offices. Michael returned to Malaysia and joined Resorts World Bhd and later Star Cruises as their Group Chief Financial Officer.He spent 8 years with the Genting group and thereafter joined a local VOIP company as their Group Chief Executive Officer. He assumed that position for 2 years.

Michael has extensive experience in international businesses, corporate finance, systems and telecommunication. Michael has also served as consultant to various companies and was Chief Operating Officer for Melium Group, restructuring their systems and operations.

Michael is currently spearheading the telecommunication and multimedia division, developing new value added mobile software. He is also heading the Group’s latest development, UNOS Voice.

Muhammad Hisham Ahmad

MUHAMMAD HISHAM AHMAD is the Chief Executive Officer of FSBM CTech Sdn Bhd.

Hisham graduated with a Bachelor’s Degree in Science with a major in Computer Science and a minor in Business Administrations from California State University Dominguez Hill USA in 1985. He continued to work and study in Los Angeles, California and later graduated with Master’s Degree in Science majoring in Computer Science from Northrop University, Los Angeles USA in 1987.

Hisham has over 24 years of working experience in the local and overseas IT industries. Prior to joining FSBM, Hisham was the Group CIO of Golden Hope Plantations Berhad, General Manager of Group ISTD of Perusahaan Otomobil Kedua Sdn Bhd (PERODUA), Deputy CEO of UMW-EDS Technologies Sdn Bhd and Senior Manager ISTD of Permodalan Nasional Berhad (PNB). In his positions, he has provided technology vision, led ICT initiatives, spearheaded the development of ICT strategies and ICT blueprints for services, automotives, manufacturing, plantations, property, telecommunications and utilities organizations. He has also led IT and technology due diligence studies locally and abroad to support organization mergers and acquisition plans.

Hisham has coordinated many successful development and implementation of Supply Chain Management (SCM), Enterprise Resource Planning (ERP), Customer Relationship Management (CRM), Knowledge Management (KM), Service-Oriented-Architecture (SOA), Business Balanced Scorecard (BBS), Procurement, Human Resource Information System (HRMIS), Financial, Plant Automation, Business Process Reengineering (BPR), E-Commerce (B2B & B2C), Precision Agriculture and Business Continuity/Corporate Risk Management projects.

In his current position, Hisham leads his team in the development of technology solution architecture, enterprise solutions, managed services, shared services and outsourcing services for clients in the public and private sector.

Mark Ian Timms

Mark Ian Timms is the CEO of TelevAS Holdings Sdn Bhd.

Mark is a British citizen and an engineering graduate. He has resided in Malaysia for over 14 years, in which he has participated in the evolution of Malaysian and regional ICT products and services. Mark's working experience spans across the globe having worked in locations in Europe, South Atlantic, and Central and Southeast Asia.

As the founder of TeleVAS, Mark has led the company from a team of 3 people which provided consultancy services back in 2000 to become a fully fledged software development centre with a full R&D and Solutions Centre and Support & Maintenance Centre providing 24 x 7 support and managed services to numerous "live" telecommunication systems in Malaysia and Southeast Asia. Mark also spearheads the company in its local and international business development.

Prior to the formation of TeleVAS, Mark was responsible and involved in many major telecommunication and IT projects including Malaysia's first mobile voice modulation, background music and sound FX system deployed on a GSM network, and a single numbering system providing virtual numbering using IP signaling over a fixed line network.

Mark's career commenced in 1988 with a small UK consultancy firm that has since grown to be a prominent name in its industry, Tony Gee & Partners, HQ'd in Surry, UK. Throughout his tenure with TGP, Mark frequently traveled throughout Europe representing the company until 1995 when Mark took the plunge and became self employed where he was first contracted by Binnie Black & Veatch in the UK. Here he served in the Redhill office for 6 weeks before being assigned as a consultant for the Kuala Lumpur International Airport project responsible for the ICT management of a customized clash analysis software for utility coordination. The success of that project was recognized by the Government of Malaysia who went on to commission his services under Putrajaya Corporation providing similar services throughout the master planning and implementation of the Putrajaya Federal Government City.

In true support of TeleVAS’ commitment as sponsor and Technology Partner, Mark serves on the committee of non-profit organization Kelab my-Kart Selangor. An active driver both in karting and circuit racing, he is actively involved in the development of young talent in the motorsports industry in Malaysia. Mark also heads up a company branded team called Team TeleVAS Racing.

Ahmad Rashidi bin Abdul Rahman

AHMAD RASHIDI BIN ABDUL RAHMAN is the Technical/Project Director in FSBM.

Rashidi graduated with Bachelor’s Degree majoring in Computer Science and Mathematics from Western Michigan University in 1984. He is a certified Project Management Professional (PMP), a member of the Project Management Institute (PMI) USA, and a founding member of the PMI's Malaysia chapter.

Prior to joining FSBM in 2002, Rashidi was the Managing Partner for Professional Services in NCR (Malaysia) Sdn Bhd. He managed a group of IT professional which include project managers, solution architects, business consultant and software developers to design, construct/integrate and implement IT solutions for NCR’s customers. In addition, he was also responsible for pre-sale support and worked closely with marketing group to market the NCR products and services.

Since joining FSBM in 2002, Rashidi has led the successful implementation of several large-scale projects. He was the Assistant Project Director in the Cyberjaya City Command Center project which involved the integration of multiple software applications aimed at transforming Cyberjaya (the 1st purpose-built ICT city in MSC) into an ‘intelligent city’. All functions of the city will be controlled and managed from a single-point, the City Command Centre (CCC), in order to provide efficient and responsive services to residents and businesses. Applications include municipal asset management, geographical information system, intelligent buildings, service requests, billings, payments, emergency services, traffic management, transport information displays etc. In 2004, Rashidi was appointed the Project Manager for “Bimbingan Perguruan Professional Dalam Teknologi Maklumat (BPPT) ”, a project with Ministry of Education (MoE) to train teachers with the skills on how, when to use technology in their teaching. On completion of BPPT in 2007, Rashidi was appointed the Project Director to implement a Total Hospital Information System (THIS) for UMMC, the largest teaching hospital in Malaysia. The project included the implementation of clinical, non-clinical, clinical support and management systems that are designed to support all of hospital’s activities at the operational, tactical and strategic levels.

Ow Eng Haw

OW ENG HAW is the Group Financial Controller of FSBM from 16th August, 2004.

He is a Chartered Accountant and is a member of the Malaysian Institute of Certified Public Accountants and the Malaysian Institute of Accountants.

He began his career through articleship with Coopers & Lybrand and served a further post qualifying to round out his service in the professional field of 10 years. Subsequently, he joined the Financial Industry through a joint-venture company between Malaysia Aica Berhad and Tokai Bank of Japan as a General Manager. After a tenure of 9 years, Ow returned to the consultancy field as a partner in a local accounting partnership known as HALS & Associates.

He also subsequently served as the Group Financial Controller of Isuta Holdings Berhad, a company listed on the Second Board of KLSE an was instrumental in leading the restructuring and exit for the troubled group through a Reverse Take-over. He has also served as a Country Manager for Electroscon Sdn Bhd in Vietnam for a period of 18 months in the delivery of telecommunication projects. He followed this with a 2-year contract with ELKEN as its Head of Overseas Operations and led in the setting-up of operations in India and in the management of operations in Indonesia and Thailand.

Currently in his present position as Group Financial Controller of FSBM, he provides the financial and administrative support in the senior management team.
